Menus not working in IntelliJ Community 2016.1

All the menus in my IntelliJ Community edition don't do anything, except the "IntelliJ IDEA" menu does work. So the File, Edit, View, Navigate, Code Analyze, etc. don't work. I can click a menu, then select a menu item, but nothing happens. How can I make the menus work?

I'm having the same issue... And, not to be snide, but since the menus do not work Help | Show log is hardly going to work...
