AppServiceProvider Error

I'm aware of how to resolve this 'key to long, max key error.....' My main point is, should I be having to edit the AppServiceProvider file to resolve this every new project I create? 

I'm using Xampp, Composer, Laravel setup. 

I'm not sure if it's something in my setup, or just a Laravel issue still. Seems like it's an issue with my setup that I;d really like to fix so that this is no longer an issue in future projects.
