IntelliJ won't autosync SVN
I'm having trouble with auto syncing with SVN. I first searched in google and got to this issue: https://intellij-support.jetbrains.com/hc/en-us/community/posts/206959445-IntelliJ-not-sync-ing-with-Subversion but that's from 2009. I can't find recent issues so hope you can help.
When I change a file in IntelliJ, it turns blue for a while, when I want to commit it in IntelliJ, it says no changes detected. When I check Explorer, the icon of the file is red (TortoiseSVN) and telling me a change needs to be commited. The file turns black after that, normally suggesting in sync with SVN, but it's not.
When I commit through TortoirseSVN in the Explorer, IntelliJ will not sync and file will remain blue. Only after manual refresh through VCS > Refresh File Status will the file be updated and turn black.
I'm using IntelliJ Idea Community 2017.2 in Windows 7 Enterprise 64bit
Via Settings > Subversion the Use command line client: svn is checked, other boxes are not checked.

Update to a newer version. This should be fixed in 172.4074 and above

Thanks for your quick reply.
I've updated to 2017.3.1, build 173.3942.27 (this is latest version provided by our IT due to individual download restrictions).
The commit in IntelliJ now seems to work, that's in sync with Explorer.
However option 2; commit via Explorer will not turn changed file black, it remains blue in IntelliJ, waited for quite a while. Again manual via VCS > Refresh File Status will change it to black (takes about 9 sec). This seems to be the same problem as the issue mentioned in your URL, outside of WebStorm, commit the changes, but doesn't seem fixed to me. Am I missing something?
Does FIle - Syncronize help, instead of Refresh?
Do you have the Synchronize files on frame activation enabled at Settings | Appearance & Behavior | System Settings?
File > Synchronize does change it to black
Checked Settings and yes it's checked.
Sorry DOESN'T change it to black!
So issue is not resolved. I can still only update IntelliJ via VCS > Refresh File Status.
