Proxy settings not working on new PC for JetBrains account

I am setting up a new Ubuntu 16.04 workstation.  

Usually to get around the proxy settings issue.  I accept the 30 day trial then go in and added the proxy settings test an url.

Then go back out to the license activation window and put in my JetBrains account.

I have done this many times over the last couple years.

But right now, I can added the proxy settings and test an url just fine.

But when I put in my jetbrain account, I get a Connection Refused error.

Since this is a new PC, I was wondering if CLion uses some other software that I don't have installed.
