An old resolved bug has re-appeared, what should I do?

Should I create a new issue or just upvote the old (resolved) one?
Will it be noticed if I comment on a resolved issue?

I've already commented there. How can I reopen this? Note that my issue is on Windows and the original mentions Linux.

Hi! Do you use MinGW? If yes, then please comment/upvote the related issue (https://youtrack.jetbrains.com/issue/CPP-3787) and try the workaround.
