How to edit Path Variables?

I am not able to find menu to edit Path Variables. Is there some trick to access it? Same issue in 4.0.6 and in 2018.xxx

There are no Path Variables settings in Pycharm: https://youtrack.jetbrains.com/issue/PY-6203, please vote for the issue to increase its priority and be notified about updates.
