How to make 'Include non-project symbols' choice in 'Navigate -> Symbol...' stick?

Every time I have to hit Ctrl+Alt+Shift+N twice in order for the search to also look inside my project's dependencies. Is there a way to map this to a separate shortcut or enable global search somewhere in the settings?

Same with 'Navigate -> Class' Ctrl+N. I can see that it switches automatically to non-project items if it cannot find a match inside the project. I would prefer the non-project search to be always on and show me all results every time.
