Trouble creating files

HI I'm new to Pycharm and have been developing code for teaching using REPL.IT which is ok but not the best for debugging. When transferring the files into Pycharm it fails to create a text file. I suspect it maybe the schools system preventing the file from being created but how can is set it to create the file in another area?
