GWT 404 error in devmode

I am sure this is just a configuration error on my part but I am stuck in trying to figure this out.
I am using Intellij 2018.1 Ultimate. gwt 2.8.2
Just start with a sample project using gwt's webAppCreator using the maven and sample templates.
mvn gwt:devmode fires up but never find the starting html page.

Does it work fine outside of IntelliJ IDEA in the command line Maven?
