Can't debug plugin

When I debug my plugin , click new project , open exist project or import project , the next window only show loading

and can't continue , my intellij version is 2017.3.5 IC-173.4674.33

Make sure you run this IDE instance under JetBrains Runtime, see https://intellij-support.jetbrains.com/hc/articles/206544879. Old Java versions will have issues.
