Activate Tool Window via Touch Bar

Is there a way to customise the touch bar in such a way, that there are icons, to activate a certain tool window? Especially the terminal would be interesting for me. 

I know how to customise the touch bar, however, I cannot find a way to add a tool window icon, since the tool window folder is empty in the "Choose Actions To Add" dialog.
