Support for Run Configurations in JVM/Kotlin Scratch files

Hi,

The scratch files are great because it can read my classpath, however developers occasionally need to pass VM args to the REPL/Scratch files for example: -Djava.library.path

There does not appear to be a way to accomplish this today? I can create a Kotlin script, but that does not have my classpath
