Cannot download IntelliJIDEA from Russia

Hi. Cannot download IntelliJIDEA from Russia. Your site works, all is ok but when I'm trying to download IDE (pressing on "direct link" hyperlink) I'm getting ERR_CONNECTION_REFUSED message.
Under VPN all is ok but downloading speed is a little bit slower than it might be. Can you fix it please?
