installing webstorm with material cause language change
when i installed web storm it offered to install material plugin but then the language changed (or maybe font issue i have no idea)
and now its unusable

It's not language, it's font corruption. This is a known issue with the Material theme UI plugin, please see the suggestion here: https://github.com/ChrisRM/material-theme-jetbrains/issues/895#issuecomment-413259427
