PyCharm does not recognize installed package

I am trying to include a package for which i installed using the cmd window and pip. It installed successfully however when i go to use it in Pycharm it returns an error saying the package is not installed. When I try to install it using Pycharm it fails. In order to get this package to install i had to download the 32 bit whl file. Below you can see the error I am running into. Is there any way to get Pycharm to recognize the package that is installed already?

Are you using the same interpreter in PyCharm as you use in cmd?

Regarding your problem installing this package in PyCharm: Please try to install it from the command line using the same interpreter. Do you have the same error?

Hey Sergey,

No I am not using the same interpreter. When I activated the virtual environment I used in Pycharm through cmd it installed fine and now shows in Pycharm. Thank you so much! Is this the way I should always install packages rather than through the menus of Pycharm?

No, this isn't the way it supposed to be. So, to clarify, you are not able to install packages to your venv in PyCharm, but can install them from the system terminal using the same venv? 
If so, please try recreating your venv in PyCharm and see if problem remains. If problem remains, please also then check it again in the system terminal. If it works in the terminal, please attach a screenshot of Project Interpreter in PyCharm and a screenshot of the whole output in the system terminal after successful installation.

Correct, I was unable to install the packages to my venv in Pycharm but was able to successfully install using the system terminal using the same venv. I think this is more of an issue with the specific package as I was unable to install the package by just calling its name in pip in the system terminal. I had to download the 32 bit version .whl and install that directly. And Pycharm does not allow you to pick specific files to install. All other packages have installed just fine with Pycharm.
