Scrollbar color difference is too subtle

On Linux Mint 18.3 Cinnamon 64 (ver. 3.6.6)
The inactive scrollbar color is just barely distinguishable from the background color of the scrollbar. Generally, I have to play with the mouse until I am over it and it changes color to find it at all .
