Can't Open Local Terminal after update on Windows (2018.3 - Ultimate Edition)

Hello,

after upgrade to 2018.3 i cannot open the embedded terminal. I always get a dialog with a failure "Failed to start ...".

I tried to edit the Shell Path e.g. with bash.exe or sh.exe (like this https://www.jetbrains.com/help/idea/settings-tools-terminal.html ), but the problem is still the same: the terminal could not be opened.

I tried to disable and enable the Terminal Plugin, but i still can't get it running.

The Terminal worked in the older versions. Do you have any suggestions for me?
