Frequent cache corruption in 2018.3

Since upgrading from 2018.2 to 2018.3 I experience frequent cache corruption.

Symptoms like the editor not finding classes to import even if they're in the same package, the project window not showing any modules, methods even in the class being edited not being available for code completion, are common.

Nothing of relevance shows up in the log files, the only suspicious thing I find there is reoccurring messages from slf4j:

Cache invalidation fixes the problem, but anywhere from a few minutes to a few hours after they start again.
