Open Project menu pop up every time when I open project

After I update pycharm version to 2018.3.1, Open Project menu pop up every time when I open project. Is there any way to configure default setting?

Hi,
This dialogue window was in the previous versions, it just looked different. There is no default setting for that at the moment.
