Can I change shortcut of 'File' menu

Currently dropdown menu 'File' is opened when I press F10 key so I've tried to change it, but I can't find keymap about top menu bar.
Is it impossible to configure shortcut key of this?

When exactly does it happen? What Keymap do you use?
Main menus should be activated using mnemonics (e.g. Alt+F - for File menu).

I modified default keymap for binding F10 to other key(Run to cursor). And currently File menu is just open when I pressing F10 key.

According to this article, it looks like Windows-specific issue...But still it's strange. This issue didn't occur when I set F10 to 'Debug'.
