[v2018.3.4] Vertical scrollbar missing

I'm not sure when this started happening, but my vertical scrollbar has disappeared on both my pc installations; my laptop installation works fine.
Has anyone run into this glitch?
[EDIT] I just remembered this started happening after I uninstalled the Material Theme UI Plugin.

Hi,
The OS is Windows 10, but upon further exploration, I found that the scrollbar isn't missing, but appears to be 100% transparent. As I adjust the height of the CLion window, the scrollbar transparency seems to change; it is most visible when the height of the window is small and fades away as the window height increases.
I can't and won't speak for everyone, but sometimes this is not desirable as I don't always want to use the mouse scroll wheel.
Is this a setting that I can adjust?
