2019.1 PyCharm - keyboard shortcuts interfere with Polish accents

Hello version 20191 of PyCharm is not supporting polish keyboard shortcut.
In polish, we have many special letters and shortcut are following:

Windows shortcuts are
ALTGR + Z = ż
ALTGR + X = ź

etc ..

There are also SHIFT version
for letter in polish-letters. ;

ALTGR + SHIFT Z = Ż
etc.

it is not working now. 2018.3 has no such problem.
I know there was issue with 2016.1
