Editor color scheme is reverted to Appearance color scheme upon start

I like to have Darcula UI and Default Editor colour schemes. When I change the Editor colour scheme to Default, I click "no" when I am asked if I need to change whole UI to this scheme. I continue work and after closing the IDE and starting it again, the Editor scheme is getting reverted back to Darcula. 

This has been an issue with 2018 community version on Linux but after I downloaded a newer 2019 version the issue got fixed. Now the same exact issue is happening on Windows 10 but now I am actually using 2019.1 community version.
