CLion account sync not working for keymaps

I have Clion 2019 on Ubuntu and have set it to sync settings using the user account. On the bottom right of the window I see "IDE Settings Synced".
I installed CLion 2019 on Windows 10 and enabled the sync setting with user account. It was able to pickup my plugins but it did not sync my keymaps. I also see "IDE Settings Synced".
Is there a step I am missing or is this a bug?
