Copyright settings for new projects doesn't work

as mentioned here: https://intellij-support.jetbrains.com/hc/en-us/community/posts/206937655-Global-not-Project-only-copyrights-within-IDEA?input_string=Copyright%20Settings%20for%20new%20projects I should be able to set a copyright profile for new projects.

But for me, it seems this setting does't work, I can set a new profile and set it as default, but after reloading IntelliJ, the actual profile is gone. Why is this happening? Or am I doing something wrong?
For me, this applies to IntelliJ 2019.1.

EDIT: the setting disappears after a reload of IntelliJ, if I set it and start a new project, everything is fine.

It also applies to PyCharm and is pretty annoying. As a workaround I saved my copyright profile to a txt file and copy it manually into very new project...
