Git VCS: Trying to commit with no changelist/file selected will lose track of changes

This had me confused for quite a while. Not sure if this is the intended behavior, but unless I have a changelist or file selected under Version Control > Local changes, when I press Commit IntelliJ will say No changes detected, which makes sense, but it also loses track of all changes made. My changes are still present in the files though. The files will only appear again in the changelist if I make further changes. I'm pretty sure this is a bug.
