Disable Change Toolbar when Navigating to Next/Previous Change?

I'm using the keyboard shortcuts for Navigate > Next Change and Navigate > Previous Change to move between edits in my file.  However, each time I do, the "change toolbar" appears just below the change.  This is the same toolbar that pops up if you click on a change marker in the left gutter.  Is there any way to disable this popup (at least when navigating between changes as I'm doing)?  It is distracting and covers the surrounding code.
