What is this window and do I kill and bury it for good?

Since upgrading to 2019.2 (on a Mac, if that makes any difference), this window pops after almost every key press.  The window is easy enough to kill but I want it gone forever.  I have change many settings but they have no effect on this thing popping up.  It takes up too much window real estate and it is like a Chicken Little; always saying something is not right but constantly telling me that just makes me want to ignore it even more.  I'm going to have to downgrade if I can't get rid of this.
