Wrong text encoding when use Webstorm to render static html

I try to build a simple frontend html page with Webstorm, but when I press chrome button the page font is wrong  like this: (if hold shift the font is correct).  Are there any configurations needed? Or this is a bug?

WS ver 2019.1.3 build 191.7479.14, the language is Vietnamese copy from https://vi.lipsum.com/
