Pycharm 2019.2 not opening empty files

When creating a virtualenv and consequently creating a new python (or any other file that is blank) it won't open it.
Even when creating an empty text document outside of pycharm, I can't open it with pycharm.
If I try to open a python file which I have worked on before it works fine.
My OS is Windows 10 running pycharm 2019.2 professional edition.

Hi Samir, could you please create a ticket in our bug tracker https://youtrack.jetbrains.com/issues/PY and attach idea.log from Help | Show Log in ... to it? A screenshot would be also appreciated.
