Legacy Google App Engine SDK deprecated July 20, 2019

I just got an email from google stating the legacy standalone App Engine SDK (appcfg) will be deprecated as of July 30, 2019, in favor of the Generally Available Google Cloud SDK (Cloud SDK).

Does this affect Pycharms appengine integration?

We have a related issue: https://youtrack.jetbrains.com/issue/PY-24073

As far as I know we're already supporting Google Could SDK
