2019.2 UI issue

I tried to upgrade to 2019.2 from 2019.1, after I reopened idea, there is a line under/besides the menu bar, please see below. I have try to reinstall toolbox and reinstall idea, but still get the same issue. Also I noticed, when I try to type something in the editor, cpu usage will be increase much. Can someone help me?

Could you check if the white line persists when running IDE with default settings?
1. Disable settings synchronisation (if enabled) and quit IDE
2. Remove config directory (or temporarily move it aside to restore your settings afterwards):
3. Start IDE (do not import settings) and check if the problem appears

Unfortunately, there is a known issue when CPU usage is highly increased while typing: https://youtrack.jetbrains.com/issue/IDEA-207243
Please, try advices from "POSSIBLE WORKAROUNDS" section in the issue description.
