Cannot open Local Terminal Failed to start [cmd.exe]

I'm using the latest Pycharm (2019.1.3) and have been developing an application just fine the past few weeks. Today, I opened up Pycharm and I get the following message in my terminal:
Cannot open Local Terminal
Failed to start [cmd.exe] in <myappfilepath>
I've tried to change the terminal shell path to powershell.exe as well with no luck.
Any insight?

Not that I have a solution, but the latest is 2019.2, not 2019.1.3. Sometimes it hurts to update, sometimes not.

I am using the latest WebStorm and i have been developing a react application as well and i am facing the same problem. Even that the webpage keeps refreshing the terminal local cannot be open. (I am using Ubuntu 16.04)
Please reproduce the issue and provide your idea.log file (but don't paste its contents here). It looks similar to https://youtrack.jetbrains.com/issue/IDEA-217416.
