Naming Convention did not consider constexpr as a Specifier

In the case of constexpr, our naming convention is SCREAMING_SNAKE_CASE.

Although greate features are added as Naming Convention constexpr didn't list in specifires list.

I thought it's considerable to request it as a feature.

Maybe I should ask it somewhere else on the site.
