Ubuntu : Unable to use ALT+n shortcut
I have two laptops, one with Lubuntu (LXDE) and the other only Ubuntu (with Gnome), both in 18.* version.
I cannot make those shortcuts works, which annoys me because none of the navigation keys are working: ALT+1, ALT+9 etc.
Can I have some help?

Please check if alt+n is detected if you open File > Settings > Keymap > Find action by a hotkey button & press alt+n

Right now you just showing actions and assigned shortcuts and not what Dmitry has asked for.
Use "Find action by a hotkey" button (it's on top right on your screenshot, next to the search field), it will show a popup window -- press "Alt+1"/whatever shortcut there -- does it recognize it? Show some video/screenshot that shows that (IDE should filter all actions and how only those that match that shortcut).

Maybe the keyboard mappig is not good?
Dmitry Tronin I did look, but when I re-add some mof it, it maps Alt+Esperluette instead of ALT-1.

April 2021, this situation keeps on going.
With a french AZERTY Keyboad, on Ubuntu 20.04 and 20.10, key shortcuts for ALT+N must be redefined (or second shortcuts must be added). And that looks like this :
MT, could you please check if toggling Settings | Keymap | Use national keyboard layouts makes any difference?

Toggling this checkbox does not make any difference. It was the first thing I tried (on previous versions), before deciding to add new shortcuts.
I just did a new try (on the updated version 2021.1.1) and the checkbox has always no effect.
MT, we had a similar report on our tracker, but there were no other reports to back it up. Now that you are experiencing the same issue, I've moved it to IDEA. Please vote: https://youtrack.jetbrains.com/issue/IDEA-268413
