How can I download the 32-bit version of PhpStorm?

Use a jbr8 installer https://download.jetbrains.com/webide/PhpStorm-2019.2.4-jbr8.exe & then select to install 32 bit version of JetBrains runtime:

I am afraid there is no 32-bit version of 2022.3/2023.1 releases.

Too bad. I miss the litte man icon (see https://intellij-support.jetbrains.com/hc/en-us/requests/5247350)
Also 32-bits uses less memory ( < 512 MB) which is enough to run small projets smoothly
By the way, lastest download for 2019 is https://download.jetbrains.com/webide/PhpStorm-2019.2.5-jbr8.exe
