Settings Sync broken in 2019.3.1
Upgrading to IntelliJ Ultimate 2019.3.1 completely breaks the settings sync plugin. All existing settings are lost, and the plugin fails to restart the synching process. As a result, I've lost all of my configurations and plugin states, meaning I now have to waste hours reconfiguring IntelliJ.

Following up on this, the following error litters my logs now:
> ERROR - cloudConfig.CloudConfigManager - /Users/[REDACTED]/Library/Preferences/IntelliJIdea2019.3/jba_config/os (No such file or directory)
A clean install (per https://intellij-support.jetbrains.com/hc/articles/206544519) was no help, so I've disabled the settings sync plugin and will be capturing everything in a settings repo since Jetbrains can't be relied on to safely store my configuration.

Closed as fixed, but without any resolution. Hopefully this means they're abandoning this buggy settings sync and will remove it from the plugin marketplace before too many more folks lose time to it.
