How to customize double press keyboard shortcuts

How can I assign a shortcut to a double press action, I want to double press the key below the esc key, which looks like this ` to run my unit tests. And without loosing access to that character
It obviously already works for the build in shortcuts, double press Shift for search, and double press Ctrl for Run Anything.

It is effectively possible with function keys (F1-F12) only.
An alternative would be to use Shift+` as a first keystroke and ` as a second one:
There's an existing YouTrack ticket for a similar request - to consider full support of same-key two-stroke shortcuts: https://youtrack.jetbrains.com/issue/IDEA-200226. You can vote for it and leave a comment asking whether this behavior can be enabled for certain other keys like backquote (`) as well.
I would love to assign for example the 'Column Selection Mode' to double-Ctrl keyboard shortcut and voted for the issue you referenced (the link is broken btw.). Please make this possible.
