Why is agreement to the JetBrains privacy policy required to use the "Community" edition?

If the "Community" edition of PyCharm is really made available under the Apache license, does someone maintain a fork/patch which removes whatever elements are contained in the Community edition which make agreement to JetBrains privacy policy mandatory before using the software?

 

For those who haven't read it, it basically gives JetBrains a green light to scan your system in whatever manner they deem appropriate in the name of preventing piracy of JetBrains software/services (among other stated goals).

Hello,

If you don't want to accept Privacy Policy, then you could build PyCharm from the source.

Have you considered that option?
