VCS Colors in Editor Gutter

I just upgraded to the v2019.3.3 version of WebStorm.  I have gone to the Preferences and turned on the gutter colors to show changes.  This highlighting is enabled and the colors are set (default) but no matter what I do, I cannot get the colors to show up in the gutter of the editor.  Please help!

Do you have Highlight modified lines in gutter enabled in Settings | Editor | General?

I finally got it working but it was by luck and coincidence.  Here's what I did...

Instead of going to the Preferences I went to the following...

VCS -> Local history -> Show local history


Once the window came up, I just closed it and things started working!!!
