Cannot view documentation in new windows.

I have been trying for many hours to not ask for help but I think I need help.
I have one window open to my project and everything is fine, I click CTRL+Q and it shows me the documentation.
If I remove a library the quick documentation goes away.
I then open a new window (a different project which happens to be a clone of the first).
right away the quick documentation doesnt work even though I did nothing special the first time.. it just worked.. and stops working when i remove that library file which when added to the new window does nothing?
How can I find whats letting me view the documentation on window 1 and replicate it on new windows?

CTRL+ALT+SHIFT+S -> Modules -> Add Content Root -> "changed the directory to the one where my .java file is"
wish there was an option to do all subfolders as my pc can handle it.
got totally lucky finding that setting i was just clicking random stuff out of frustration so hopefully it helps someone
