How to disable HTTP Proxy menu or submenu items

In our organization we are deploying IntelliJ for developer.
But, we would like to disable few items menus such ah HTTP proxy or Auto-detect proxy settings.
Until now, I'm not able to do this.
Can you give me an advice please?

As far as I know, it is not possible on the application level. What is the ultimate goal?

One year ago, we ask you a request concerning security issue concerning your plugin store.
You answer that you were doing something on your side, and that plugins were not scanned at this time.
It there news concerning this point?
Our security department decide not to allow direct download from your store, that's why i'm requesting this issue.
This means that we have a local store with scanned plugins on our side.
But if developer decide to configure Auto Detect proxy, they succeed to download everything.
Is there another way to block this option, or can you give me the url that is called by IntelliJ to connect to the Jetbrain plugin store( in this case, I will ask Firewall team to block directly this url )
