How to disable comment render feature?

Hello:
I already uncheck the Setting ->Editor->General->Appearance->Render documenttation comments, But in most time, The comment still rendered. How to disable the feature?

As this picture showen, Project code file won't show comment in render mode, But any non-Project file will show in render mode even uncheck setting.

This isn't correct for me on PyCharm. You have to bring the help up using F1 pressed twice so that its in a side panel and then under three dots untick “show on mouse move”.
