Unable to launch IntelliJ IDEA after installation

I am installing the x86 version of IntelliJ on my Surface Pro X which has an ARM based processor and must emulate non-native software in 32 bit. I can run the program after installation and have tried configuring it with a recommended and x86 jdk. I can run a hello world program but after closing the software I cannot reopen it without reinstalling. I get a loading wheel on my mouse, but the software never opens or shows any sort of loading screen.
