ctrl+shift+f9 not working in 2020.03, runtime version 11.9

Do you see an error when you use ctrl+shift+f9? 

Its not showing any error.

anything compiler settings to be changed?

Recompilation is not enough when we are speaking about application servers. Do you redeploy your Spring application after that?
