"Documentation popup"

Hello,
how can I disable the very annoying and very blue (see attachement) popup which appears recently in my intellij installation.
Further explanation
I have been hovering over type="submit" and the popup shows up after a short delay. And no, I do not want to have it as tool window. They are always minified in my environment and I do not want them maximized without an "action" (context menu click, key-shortcut) by myself.

I'm not sure this pop-up is coming from our sources. Try to temporarily disable all third-party plugins.
Does it help if you disable Show quick Documentation on mouse move?
If the issue remains please collect diagnostic data. (Help | Collect Logs and Diagnostic Data)

I have disabled all plugins (see the first image below). The blue popup remains. But I have made an interesting observation. I think it is only triggered by the string "submit" in the type attribute of button (see the last image below).

forgot to mention: it is a react file. I have tried other strings in the html tags, like className accept ... but nothing unexpected happend.

Does it help if you reset Color Scheme?
