No option to set Ctrl alone or Ctrl+Enter when adding a keyboard shortcut?

I want to change the keyboard shortcut of action execute selection in python console (Alt+Shift+E) to Ctrl+Enter, but in the Add keyboard shortcut window, the '+' only allows to set keys different from Ctrl alone, or Ctrl+Enter.
