Why is new version of IntelliJ IDE so bad quality? Is anything is working good?

1) I created simple JavaFX application just using built-in template of project. When i tried open fxml using Scene Builder nothing happened just white empty screen why?
2) I tried package JavaFX application using this tutorial: https://www.jetbrains.com/help/idea/packaging-javafx-applications.html
but i cannot find tab JavaFX!!! How it can be possible?
