Disabling keyboard layout restoration

Hi all!
I'm mostly using PyCharm but can reproduce this behavior in other JetBrains IDEs: if I open floating windows like 'Search Everywhere' or 'Find in Files' with russian keyboard layout active and switch to english in opened window, it switch me back to previous (russian) layout after closing that window. It's really annoying and distracting because there are no other programs behave like that and I'm going to continue to work in layout I've switched to, like always, but can't.
Is there any option to disable this auto-reswitching, allowing user to control what language he's using right now?

Windows has a setting to remember keyboard layout per window/application. This way it will switch automatically when you switch to the editor window if you've already changed the layout inside another window by pressing Alt+Shift, either intentionally or accidentally.

No, I always use 'global' layout in Windows (option to remember layout is off). This happens only in Intellij IDEs(PyCharm, WebStorm). Checked right now - even if I switch layout being in Settings window, after closing Settings it restores back to previous...
