All Jetbrains products get stuck on splash screen, re-install not working.
Today I tried using pycharm 2021.2.2 but it got stuck on the splash screen. I tried CLion and PHPStorm and got the same behaviour. I've tried updating, uninstalling and re-installing, no difference. Version 2021.1.3 of pycharm crashes at the splash screen, version 2021.2.3 of pycharm doesn't even open, version 2021.3 EAP get's stuck at the splash screen. These have all stopped working over the past week.
After opening they are all present in task manager but only as generic processes and not proper windows.

So I thought trying Minecraft would show if it's a Java issue and it appears it can't seem to find Java. Java updated just over a week ago so it seems to be a Java problem.
Uninstalled all versions of Java and installed jdk 8u202 again. This worked for CLion and PHPStorm but not Pycharm. My laptop (another device) could still open Pycharm but all interpreters are invalid in all my projects suddenly before and after updating from 2021.2.2 to 2021.2.3, what the hell is going on right now. Pycharm is being a massive PITA.
Windows update decided to yeet many things on my computer. A security update decided to stop Python and Java from working.
The offending updates (I uninstalled both before checking so it could be 1 or both of the following):
KB5007186 Cumulative Update for x64 based systems (found in the 'quality' updates section)
KB5006365 Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10 (found in the 'other' updates section)
EDIT: After posting this it has gone back to not working.
Very sorry Microsoft, although windows update is bad it seems I was too quick to blame you. Now it seems that if NordVPN is active at startup then python and Java stop working. Strangely if NordVPN is re-opened after being closed, python and Java are fine, it only screws up when started at windows start-up. Very weird.
EDIT: This still could be Microsoft's fault if these updates screwed with NordVPN. Maybe NordVPN is just being framed.
One reason for why it took me so long was after every restart I would immediately try opening CLion and PHPStorm first and then Pycharm, by the time I got to opening Pycharm, NordVPN had started it's crap and Pycharm wouldn't open. I did not realise this so was pulling my hair out wondering why some things worked and some didn't. I still don't know why NordVPN going wrong would make Python and Java unusable on my computer.
Moral of the story:
A random program can ruin your day for no reason and cause more errors than it should. Also, try opening the offending program before and after all the start-up programs have started, they could be the issue.
